US Mediates Ukrainian Talks in the UAE as White House Seeks for Conflict Resolution

Diplomatic negotiations involving US, Moscow, and Ukrainian delegates began in Abu Dhabi this week, marking the latest stage in initiatives to achieve a peace agreement to resolve the ongoing conflict in Ukraine.

High-Level Delegates and Opening Discussions

American military official Dan Driscoll allegedly held talks with a Russian delegation on Monday night, with discussions proceeding into the following day.

“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” a spokesman stated.

The Ukrainian top intelligence official, Kyrylo Budanov, was also expected to take part in the discussions, though it remained unclear whether direct engagement with Russian representatives would take place or if separate one-on-one meetings would be held.

Membership of the Russian delegation was uncertain. “I have nothing to say. We are following the media reports,” a Russian spokesperson told state media.

Background and Updated Peace Plan

These talks follow recent negotiations in Switzerland where American and Kyiv representatives modified a preliminary American plan for resolving the war.

Moscow has so far not approved the latest draft of the proposal and is unlikely to accept many of the Ukrainian revisions.

Moscow’s foreign minister, the Russian diplomat, declared that any revised agreement must embody the “intent and text” of what was discussed during earlier high-level meetings between the two countries.

Global Reactions and Apprehensions

EU officials are reportedly struggling to remain involved in the negotiations as American officials take the lead.

The Finnish leader, Alexander Stubb, who has emerged as a primary mediator between the US and European officials, commented that the coming days would be crucial in efforts to reach a peace settlement.

He allegedly held discussions with Volodymyr Zelenskyy and the alliance officials, emphasizing that “Decisions about Ukraine’s future rest with its people, and with European security falling under Europe’s purview.”

Meanwhile, the France’s leader, the French official, warned against a peace deal that would represent a “concession” for Ukraine.

“What was put on the table gives us an idea of what would be acceptable for the Russians. However, must Kyiv and European nations consent to these terms? Absolutely not,” he affirmed.

Specifics of the Initial US Proposal

American plan was originally composed of multiple articles and was drawn from discussions between American and Russian officials, with input from Ukrainian security authorities.

Key aspects of the plan allegedly involved:

  • The nation ceding land currently occupied by Russia
  • Additional regions that would be required to be voluntarily given up
  • Limits on the size of the military forces
  • Immunity for all parties in the conflict regarding violations

Latest Events and Continuing Difficulties

American representative allegedly traveled to Kyiv to brief the Ukrainian president on the proposal and demand rapid approval.

This pressure, coupled with the disclosure of the plan, reportedly shocked Kyiv and EU authorities.

The Ukrainian president stated that the country was facing one of the toughest periods in its history and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”

Later, Driscoll briefed alliance ambassadors on the plan in the capital, with one attendee describing it as “an extremely difficult session” and noting that European ambassadors were shocked by both the substance and tone of the delivery.

Washington later softened its position, indicating that the comprehensive proposal was an “opening point for discussion” rather than a final demand.

Security Developments Amid Negotiations

While peace talks proceed, Moscow has continued its regular attacks on Ukraine’s urban centers.

Russian forces allegedly fired numerous of missiles and hundreds of drones at objectives in and around Kyiv, as stated by Ukrainian reports.

The Ukrainian president emphasized that Moscow must not feel it could prevail in the war while negotiations were ongoing.

“Crucially, all allies must advance toward diplomacy collectively, with unified action. Measures against Russia need to produce tangible effects,” he stated.

Kyiv’s mayor reported that seven people had been killed in the overnight assault on the capital.
